Recalling the old standard 12 years ago, the Ministry of Public Security, the Ministry of Industry and Information Technology, the State Administration for Industry and Commerce, and the four ministries and commissions of the State Administration of Quality Supervision jointly issued the "Circular on Strengthening the Management of Electric Bicycles", requesting the rectification of the current electric bicycle industry, and eliminating the use of "excessive time" within the time limit. "The car has attracted widespread attention from electric bicycle companies, consumers and related industries.

The so-called "excessive standards" are actually based on the "General Technical Conditions for Electric Bicycles" formulated by the National Standards Committee in 1999. This industry standard document, known as the national standard for electric bicycles, sets the pass line for electric bicycles to a speed of no more than 20 kilometers per hour and a vehicle mass (weight) of no more than 40 kilograms. According to regulations, all vehicles that fail to meet this standard are vehicles that exceed the standard. Production, sales, and access are prohibited, and illegal companies will be punished by suspension of business rectification, cancellation of production license qualifications, and cancellation of business licenses.

In the ensuing period, this technical standard has not been strictly enforced, and the state and society have paid limited attention to the development of the electric bicycle industry. Until October 2009, “Electric Moses New National Standard” was brewed and introduced, and its technical indicators were seamlessly linked to electric bicycles. Starting from “20 kilometers and 40 kilograms”, the products belonging to bicycles were allocated to the scope of motorcycles. As soon as the news came out, it caused great concern in the electric bicycle industry. Many people believe that once the new standard is implemented, more than 90% of electric bicycle owners must pass a series of procedures such as driving licenses, licensing, and buying insurance to ride on the road. This will be a fatal blow to the electric bicycle industry. In response to the controversy and industry appeals of the entire society, the relevant authorities urgently called off the “new national standard for electric vehicles and motorcycles”, and the electric bicycle-related associations decided to expedite the revision of the national standard in their own industries.

However, the "crisis" of the electric bicycle industry has not been resolved. In the notice of rectification issued by the four ministries and commissions, the "20-kilometer and 40-kilogram" standard was explicitly requested. "The electric bicycle that is currently in use in the hands of the common people, the public security, industrial informatization, industry and commerce, quality supervision departments, With the principle of smooth transition, people should be encouraged to take the initiative to replace and scrap through trade-in trades, discounted purchases, and scrapped subsidies.” The “Notice” also requires all local governments to set a transition period for excessive electric bicycles and to eliminate vehicles that exceed the standard deadline.

Although the "Notice" has been issued so far, no substantive rectification measures have yet been introduced, but the Shenzhen Traffic Management Department has implemented the "Power Elimination Order" since the day before, stipulating that except for some streets, electric bicycles in other areas will be banned, and those who violate the regulations will be prohibited. Some people in the industry believe that Shenzhen’s first “ban on electricity” means that the government has begun to use realism. “The re-raisement of the national standard will not be as insignificant as it was in 2009, so the industry will certainly face a real reshuffle.”

Frequent problems need to be urgently upgraded. In fact, with the rapid development of the domestic electric vehicle industry, industry problems have become increasingly prominent in recent years. Data show that in 2010, a total of 81.598 million bicycles were produced in the country, an increase of 7.3% year-on-year; and electric bicycles were 29.543 million. , a year-on-year increase of 24.7%. Some experts said that the growth rate of the electric bicycle industry far exceeds that of bicycles, and that in the coming development, more and more people will also swallow the bicycle consumer market. A large number of electric vehicle products simply cannot go abroad.

From a safety point of view, electric bicycles have often become road killers in recent years. The rectification initiative has attracted all parties' controversy. Electric bicycles have reached the crossroads in controversy, and companies generally reflect the choices they face at the crossroads. Is it possible to rectify the old standard as soon as possible to avoid increasing the output to become a waste, or continue to work on it, and wait for the standard revision?

In addition, some downstream industries are also unable to escape the fate of shocks, and the “what to do” of the express delivery industry that uses electric bicycles as the main means of transportation has become a topic of widespread concern recently. Therefore, many electric bike manufacturers call on the country to introduce new standards as soon as possible so that they can directly produce according to the new standards. In this regard, Zhou Heliang believes that there is no direct relationship between body weight and safety, so it is not necessary to make very clear requirements on the weight of the vehicle body. Hu Gang stated that he hopes that domestic standards can be aligned with the United States. At the same time, he also stated that he hopes to improve the access standards of electric bicycles and implement them according to the standards of electric motorcycles to ensure the overall strength of the companies in the industry. According to the provisions of the Ministry of Industry and Information Technology, enterprises that obtain motorcycle licenses must meet the total project investment of no less than 200 million yuan, fixed asset investment no less than 80 million yuan, investment in research and development equipment no less than 20 million yuan, registered capital no less than 80 million yuan.
