Recently, the State Council's "Opinions on Strengthening Road Traffic Safety Work" (hereinafter referred to as "Opinions") was officially released. It is worth noting that the "Opinions" clearly stated that electric bikes will introduce mandatory standards.

Article 4 of the Opinions “Strengthening the Supervision of Vehicle Safety” clearly states: Strengthening the safety supervision of electric bicycles. Revise and improve national compulsory standards for electric bike production, focus on strengthening the supervision and management of production, sales and use of electric bicycles, and strictly prohibit production and sales of electric bicycles that do not meet the national mandatory standards. Among them, the division of the functions of electric bicycles is more detailed: "The provincial people's government shall formulate regulations for the registration of electric bicycles, and the quality supervision department must do a good job in the management of electric bike production licenses and the revision of national mandatory standards. The industrial and informatization departments must strictly manage the electric bike production industry, and the industrial and commercial departments must strengthen the daily supervision of electric bicycle sales companies according to law.Companies that violate the regulations for production and sales of substandard products must be ordered to make rectification according to law and strictly punished and publicly disclosed. Organs should strengthen the management of the passage of electric bicycles and strictly investigate and deal with electric bicycle traffic violations. Local people's governments at all levels must gradually solve the problem of using electric bicycles that exceed the national standards by strengthening policy guidance."

China's electric bicycle industry (including electric two-wheeled vehicles and tricycles) has gone through more than 10 years of rapid growth and vigorous development. The annual output of electric bicycles in China has grown from 58,000 vehicles in 1998 to more than 22 million currently. It is estimated that the country’s social possession has reached 120 million, and China has become the largest and largest producer and seller of electric bicycles in the world.

However, in the past few years, due to differences in the weight and speed of electric bicycles in the industry, there have even been two schools with very different opinions. As a result, the new "national standard" of electric bicycles has not been introduced for more than 10 years. It even triggered the "two-objection dispute", that is, the dispute between the new "national standard" of electric bicycles and the "national standard" of electric motorcycles.

The actual situation is that although the new “national standard” has not been introduced, most of the electric bicycles currently on the market have exceeded the current 1999 “national standard”. In the "General Technical Conditions for Electric Bicycles" of 1999, the maximum speed is not required to exceed 20 km/h, and the overall vehicle quality does not exceed 40 kg. However, with the constant development of the electric bicycle industry, the old standard has long been out of line with the industry status and is now available on the market. Most of the electric bikes on the road have exceeded the old standard.

An observer of the electric vehicle industry pointedly pointed out: "A considerable number of office workers will still purchase electric bicycles as a means of transportation for various reasons (such as the economy, inconvenient public transport, inability to reach their destinations, or ban on motorcycles). The first choice, but not willing to choose according to the current national standard qualified electric bicycle, because of its low speed, riding a long time, low efficiency, not meet the fast-paced production and living needs of modern society. Only the production of such low-speed but qualified electric vehicles is almost impossible to sell, so the countermeasures in the dark have emerged in an endless stream.The electric vehicle speed is detected as a qualified product at the time of shipment from the factory, and is not speeding; however, the seller can teach the user to release the method when selling the vehicle. : The speed limit device was easily dismantled, resulting in overspeed and overweight electric vehicles flying all over the sky. The over-standard electric bicycle riding has become a huge domestic group. In the past few years, the national standard for electric bicycles has taken no effect. This has long been an open secret, legal provisions and actual implementation. It has been severely disconnected."

For the electric bicycle industry, there is an urgent need for the introduction of new standards. However, due to various differences over the past 10 years, the new standards have not been introduced. Today, the issuance of the "Opinions" is expected to solve this embarrassing situation.

In this regard, some people in the industry believe that the development or revision of standards should first follow the science, to meet the knowledge, experience and laws accumulated in the principle of ground vehicles, followed by the provisions of national laws. The current laws and regulations include the "Road Traffic Safety Law" promulgated in 2004 and GB 7258-2004 "Technical Conditions for the Safe Operation of Motor Vehicles." Although the current laws and regulations concerning electric bicycles are not fully adapted to the development of the society, the current revision or formulation of standards for electric bicycles and portable electric vehicles must still be based on laws and regulations, and amendments to current laws must be revised in accordance with legal procedures prescribed by the state. However, this is not an easy task. The proposals of the deputies to the National People's Congress are discussed, reviewed and approved by the National People's Congress. Therefore, it is not only too naive to expect that the current definition of speed limit of 20 km/h can be completely changed by the appeal of electric vehicle companies.

Relevant persons also emphasized that the formulation or revision of standards should represent and safeguard the fundamental interests of the broadest masses of people, and must also take into account the survival and development of a large number of enterprises and the employment and stability of employees. Therefore, regardless of national standards and laws and regulations, traffic management departments, or electric vehicle production enterprises, we must carefully consider the formulation and revision of standards from the perspective of China’s national conditions, that is, the development of social economy and traffic, the needs of the people, and the overall security assurance. problem. Entrepreneurs must not only be responsible to the enterprise, but also be responsible to the society, be responsible for the safety and rights of the consumers, and greatly increase the speed and weight of vehicles.
